The Rinks and Great Park Ice are pleased to announce our NEW “High Performance Achievement Program” (HP-AP).
Please note the HP-AP program is designed for skaters who have qualified for U.S. Figure Skating's National Development Team Camp (Juvenile-Novice) and above (USFS National Championships, USFS ISP, ISU Internationals including Jr/Sr. Grand Prix, ISU Worlds, Olympics, etc.), based on the prior season's results. In keeping consistent with U.S. Figure Skating's International Selection and Team USA Envelop protocols, we have adopted their criterion in the disciplines of Singles, Pairs and Dance as listed on the USFS website.
Please refer to the criterion below for requirements by tier as well as an overview of the application and vetting process.

Reserve Team & National Development Team Camp
20% Discount - Must meet one of the criterion listed
- Athletes or teams that are assigned to an international competition (23-24) and do not meet the USFS criteria for the A, B or C teams will be placed in the reserve team.
- NDT: Qualified for the U.S. National Development Team Camp (Juvenile - Novice, 23-24)
Team D
35% Discount - Must meet one of the criterion listed
- Placements 1st – 2nd in the novice singles sectional rankings in the 2024 U.S. Figure Skating Championship Series
- Placements 1st – 3rd in the novice pairs national rankings in the 2024 U.S. Figure Skating Championship Series
- Placements 1st – 3rd in the novice dance national rankings in the 2024 U.S. Figure Skating Championship Series
- NOTE: Advanced Novice and Junior B’s are NOT considered in Envelope Categories, defaulting them to Reserve Team Status.
- Placements 4th – 6th in the junior events at the 2024 U.S. Figure Skating Championships
- Earned required points to qualify for ISP at any point in the season (23-24).
- Note: Even if skater does not compete at JGP or above, the skater will still earn this discount. Once assigned to JGP or above, a skater would still need to place in top 3 to get the higher discount bracket (Team C – Tier 2 at 50%).
Team C
50% Discount - Must meet one of the criterion listed
- Placements 2nd – 3rd at any senior ISU international competition in the 2023-2024 season
- Placements 4th and lower at the 2024 ISU World Junior Figure Skating Championships
- Placements 2nd – 3rd in the junior events at the 2024 U.S. Figure Skating Championships
- Placements 2nd – 3rd at any of the seven ISU Junior Grand Prix competitions in the 2023-2024 season
- Placements 11th and lower at the 2024 ISU Four Continents Figure Skating Championships
- Placements 7th – 8th in the championship events at the 2024 U.S. Figure Skating Championships
- 2024 U.S. Junior champion
- Placements 2nd – 3rd at the 2024 ISU World Junior Championships
- Champion at any senior ISU international competition in the 2023-2024 season
- Champion at any of the seven ISU Junior Grand Prix competitions in the 2023-2024 season
- Qualifier for the 2023 ISU Junior Grand Prix Final
- Top 1-24 in ISU season’s best scores or world standings for the 2023-2024 season for JUNIOR athletes and teams
Team B
75% Discount - Must meet one of the criterion listed
- Placements 2nd – 3rd at any of the six ISU Grand Prix competitions in the 2023-2024 season
- Placement 5th and 6th in the championship events at the 2024 U.S. Figure Skating Championships
- Team USA 2nd and 3rd alternates for the 2022 Olympic Winter Games or the 2024 ISU World Figure Skating Championships
- Placements 4th – 10th at the 2024 ISU Four Continents Figure Skating Championships
- 2024 ISU World Junior champion
- Top 13-24 in ISU season’s best scores or world standings for the 2023-2024 season for Senior athletes and teams
- Placements 11th and lower at the 2022 Olympic Winter Games or the 2024 ISU World Figure Skating Championships
- Placements 2nd – 4th in the championship events at the 2024 U.S. Figure Skating Championships
- Placements 2nd – 3rd at the 2024 ISU Four Continents Figure Skating Championships
- Team USA 1st alternate for the 2022 Olympic Winter Games or the 2024 ISU World Figure Skating Championships
- Top 7-12 in ISU season’s best scores or world standings for the 2023-2024 season for Senior athletes and teams
Team A
100% Discount - Must meet one of the criterion listed
- 2024 U.S. Senior Champion
- Placements 4th – 10th at the 2022 Olympic Winter Games (excluding the team event) or the 2024 ISU World Figure Skating Championships
- Qualifier for the 2023 ISU Grand Prix Final
- 2024 ISU Four Continents Champion
- Champion at any of the six ISU Grand Prix competitions in the 2023-2024 season
- Top 1-6 in ISU season’s best scores or world standings for the 2023-2024 season for Senior athletes and teams
- Placements 1st – 3rd at the 2022 Olympic Winter Games (excluding the team event) or the 2024 ISU World Figure Skating Championships
- 2024 U.S. Senior Champion combined with a top 5 placement at the 2022 Olympic Winter Games (excluding the team event) or 2024 ISU World Figure Skating Championships
HP-AP Vetting Process
- The Rinks & GPI management shall review each applicant individually, allowing us to award HP-AP discounts at different times of the year. This approach accommodates a range of timing variances.
- The Rinks & GPI staff will use the above criteria to help determine the appropriate HP-AP level. Whichever criterion is higher and therefore more advantageous, we will award such level. (E.G. ISP vs Team Envelope, etc.).
- Athletes qualifying in more than one team and/or tier will always be placed in the higher team and tier.
- If a team ‘splits’ mid-season, the individuals are still entitled to their individual HP-AP benefits for the duration of the term approved.
- Once determined, the discount would be assigned for 1 year in Day Smart, renewable upon qualification and to be reviewed or canceled at any time at the discretion of management.
- Athletes may be ‘upgraded’ within a given term if a new ‘accomplishment’ advances them into a higher category of achievement.
As listed on U.S. Figure Skating website, additional considerations exist and may change over time for Team Envelope assignments, ISP designations, and international assignments. The Rinks & GPI will match the decision of US Figure Skating and reserve the right to make modifications/decisions as needed.
